CARES Act: Higher Education Emergency Relief Fund I (HEERF I) Grants
The Coronavirus Aid, Relief and Economic Security (CARES) Act provided emergency funds to institutions of higher education to directly support students whose lives were disrupted by the COVID-19 pandemic. This federal funding was designed to prioritize students with the greatest need and assist with “expenses related to the disruption of campus operations due to coronavirus, such as food, housing, course materials, technology, health care, and child-care expenses.”
Marist College received $3,344,611, of which $1,672,306 was designated for emergency grants to students. Remaining funds offset institutional expenses related to the COVID pandemic, including pro-rated student refunds.
Marist recognizes that the COVID-19 pandemic has caused considerable disruption and presents unparalleled challenges for many students and their families. In accordance with the Department of Education guidelines, the College provided COVID-19 Emergency Relief Grants to students who met the eligibility criteria in Section 484 of the Title IV Higher Education Act, and as outlined below.
Initial Round of Funding: Spring 2020
Emergency Relief Grants were offered to more than 4,000 undergraduate and graduate students who met the following criteria:
- Met Title IV Federal Financial Aid eligibility requirements
- Enrolled in a degree seeking on-ground undergraduate or graduate program in Spring 2020
- Filed a 2019-2020 FAFSA form or Received Chapter 33 benefits as a Veteran or ROTC student
Emergency Relief Grants were awarded to more than 4,000 undergraduate and graduate students based on financial need, as measured by the Expected Family Contribution (EFC) from the 2019-20 FAFSA:
Expected Family Contribution Range
$0 - $5,576
greater than $5,576
CARES Act Grant Amount
$625
$325
Grant distribution began the week of May 25, 2020 with an acceptance deadline of June 26, 2020. After this date, students could request assistance which was reviewed on an individual basis, and approved as funds allowed. Eligible students received emails from Student Financial Services on May 26, 2020 and June 18, 2020 instructing them to log into myMarist to certify that they incurred expenses due to COVID-19. After certification, funds were electronically deposited into students’ bank accounts if enrolled in e-refund. If not enrolled, a check was mailed to the student’s permanent address on file.
Second Round of Funding: Fall 2020
Based on New York State’s travel advisory, students from “restricted” locations were required to quarantine for 14 days upon arrival to New York. Marist had arranged for the option for students to quarantine in Dutchess Community College’s Conklin Hall. The cost to quarantine in Conklin Hall was approximately $100/week for housing and $39/day for food.
Marist disbursed CARES Grant funds to eligible students to reimburse the full amount of room/board charges assessed for quarantine in Conklin Hall. In order to qualify, students were required to meet the following conditions:
- Submit a 2020-2021 FAFSA by September 1, 2020.
- Complete outstanding financial aid requirements on the Student Financial Services tab of myMarist (including providing proof of citizenship and selective service registration, if required)
- Enroll and attend on-ground courses in the Fall 2020 academic semester that will lead to a degree through the established course change (add/drop) period
- Meet all other Title IV Federal Financial aid eligibility requirements
At the end of the add/drop period for Fall 2020, eligible students automatically received a check or e-refund (if enrolled) to reimburse expenses related to quarantine.
Additional support may be available to students with extenuating circumstances, and who do not meet the criteria outlined above. For further guidance, please contact Student Financial Services at 845-575-3230 or studentfinancialservices@marist.edu.
